I am trying to convert a document from PDF to Word and I keep getting "an error occurred while signing in".

Hey there!

I believe you are using Adobe Reader desktop application to complete the conversion task? This error "An error has occurred while signing in" generally appears when you are working with an older version of Adobe Reader (i.e. Reader 10 and Reader 11 versions) which doesn't support Export PDF capabilities. 

You may update or install the latest Adobe Acrobat Reader DC and then try to access the "Export PDF" service.
