I cant figure out how to use ocr on a pdf

I need to have text recognition done on some pdfs. I have taken pictures of documents, and successfully turned those documents into PDFs. However, when I select to convert the PDF into WORD, it does so but only by transposing the image into word, rather than converting it into a word document with editable text. What am I doing wrong? Or did I just subscribe to Adobe for no reason? (this is the only reason I subscribed).

Please help! I have over 200 pages to convert and this project will take me FOREVER if I have to transcribe each page manually.
