Looking for help in how I can convert a pdf file into a pdf document that can be filled out and signed digitally.  I will be sending this document out to 200 people for their signature.

As per the description above, you want to convert a PDF file into a PDF document that can be filled out and can be signed digitally, Is that correct?

The record shows that you have an active subscription to Adobe PDFPack on your current Adobe ID, through which you can easily create, combine, sign, and send PDF files online. You can also convert PDF files into editable Word or Excel files.

You cannot edit PDF or Create forms files with Adobe PDF Pack. You need Acrobat DC to edit PDF files. See Adobe Acrobat Pro DC: PDF converter, convert PDFs from anywhere.
