I need a PDF converter compatible with OSX.10.6.8

I need to edit a PDF document. What I have to do should take 5 minutes, just updating rates fro 2016, but I can't seem to find a way to convert to Word that doesn't change the English into a bunch of %$$^^&&_)^+_@.

I am working with OSX.10.6.8, and no, I don't want to change my operating system.

Any suggestions?

1. Current Adobe products require Mac OS 10.9 or later.

2. Some PDF files have garbled text. That sounds like the case for your file. If this is the case, no amount of software can help.
