Nonsense characters in my conversion

I've used ExportPDF for the first time - to convert a downloaded file, but the result is largely gibberish. Any idea why? And what to do. File in quesstion is

I was unable to access the url you provided.

There are a few questions I'd like to ask:

*Are you converting your PDF to a Word or Excel doc?

*What type of document was the original prior to becoming a PDF?

*Was it a scan?

The document is a United Nations Conference on Trade And Development document which I downloaded from the web at the address I posted. I dont know why you can't access it it at the url provided as I've just downloaded it there again...

I don't know what the oriignl type is. How can I find that out?
