SharePoint Adobe Integration doesn't work with Approvals App

We've configured the Adobe/SharePoint Online integration so that PDFs within SharePoint open in Adobe automatically, which has been great! But, when I initiate a workflow on a SPOnline PDF, the link that gets sent to the approvers in the email and the Teams Approvals App doesn't open in Adobe (which is problematic as we want them to be able to add Adobe Comments and sticky notes). It opens in the Edge PDF viewer.

Here's the URL for the same document that gets sent out with the Approval Workflow. 

Is there a way to have the Approval workflow send out the first URL?
