In Reader DC application on computer, the CREATE PDF function has stopped working. Can select a file (such as WORD file) to create, but it does not upload to Adobe for conversion. This has worked fine for several months and stopped working recently. I know I can use the online service to CREATE PDF but want to continue using on the computer based application.

As per the issue description mentioned above, you are unable to create pdf using reader desktop application, is that correct?
Could you let us know if there is any error message you are getting when trying to create pdf?
Also, check for the updates under> Help (if any update it pending)
Also, let us know dot version of reader and the operating system installed on the machine? You may refer to the steps given in this link on how to check the version in reader: Identify the product and its version for Acrobat and Reader DC
