As per the description above, you are not able to convert and edit a PDF file, Is that correct?

the record shows that you are subscribed to Adobe ExportPDF on your current Adobe ID, using Adobe ExportPDF you can easily turn PDF files into editable Word, Excel, PowerPoint, and RTF (Rich Text Format) documents. But you cannot edit PDF files with Adobe ExportPDF. You need Acrobat DC to edit PDF files. See Adobe Acrobat Pro DC: PDF converter, convert PDFs from anywhere.

You can access the service through the URL https://cloud.acrobat.com/exportpdf with your Adobe ID and password on a browser like Chrome, or Firefox, or Safari.

You can also use the free desktop version of Adobe Reader to use the services of Adobe ExportPDF. Download Adobe Reader DC from Adobe - Adobe Acrobat Reader DC Distribution

For troubleshooting, you may refer to Troubleshooting Create PDF, Export PDF, Adobe Send, Fill & Sign … services(PDFPack or Document Cloud...

You cannot edit any PDF file using Adobe PDFPack services, to edit a PDF file you need Acrobat DC. To know more about Adobe PDFPack, please refer to How to Use Adobe PDF Pack

my user has an adobe acrobat pro license and is logged on to adobe.com and to the locally installed application and still can't convert to PDF or Edit PDF. What else do i need to check for her. Thanks in advance.
