what is wrong with export pdf

I am great difficulty with exportpdf to excel.  The document converts to an excel spreadsheet but it does not separate into seperate

rows so therefore not able to edit the document in any way.  Tried every way to convert as instructed but every time it comes out the same way.   I cannot understand why.

    This is usually the result of an inconsistent file structure. Converting a PDF to an Excel file is an extremely complicated task and it often fails due to the structure of the file.
