Why can't I access adobe export pdf when I have paid for a plan?
I have a paid plan that should allow me to use adobe export pdf, but when I try and re-install the product, Adobe insists on another payment. Why?

Sorry to hear about the trouble.
We have checked your account and found an active subscription of Adobe Export PDF. There is a possibility that you have been using Adobe Acrobat DC. However However, you should download Adobe Acrobat Reader DC and signed in using the correct email address.
Follow the steps mentioned below, to activate the subscription.
1- Export PDF is an online service that you can use online via: https://cloud.acrobat.com/exportpdf
2- You can also use the services through free desktop version of Adobe Acrobat Reader DC: Adobe Acrobat Reader DC Install for all versions
3- “Sign In” using the email (Adobe ID) under which you have subscription registered.
