Why does a file downloaded from Adobe Send default to requiring a download of Acrobat Reader?

Why does a file downloaded from Adobe Send default to requiring a download of Acrobat Reader?  We have the latest version of Acrobat already installed, and the downloaded doc does not auto open...

Here's the message " For the best experience, open this PDF portfolio in  Acrobat X or Adobe Reader X, or later. "

PDF Portfolios cannot be previewed from within Acrobat.com. To view them, you need to download to your computer and then open with Acrobat (or Reader).

It should not default to opening in Reader if you have set Acrobat to being the default viewer for PDF files. When you open other PDF files, do they auto-open in Acrobat?
