Wrong PDF Viewer

I tried to open a PDF document from a gov Canada site, and I keep getting this message;
"Please wait ... If this message is not eventuallt replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document. You can upgrade to the lkatest version of Adobe Reader for Windows, Mac, or Linux by  visiting http://www.adobe.com/go/reader_download. For more assistance with Adobe Reader visit http://www.adobe.com/go/acrreader

However, I re-downloaded the Adobe reader and still see this message. Can anyone help or suggest why I see this?

Most browsers do not render PDF files accurately, if at all. This is a fault of browsers, not PDF or Acrobat.

 

Best method to view a PDF from a website:

Download the PDF to your computer, and then open it in a real PDF viewer program, such as Adobe Reader or Adobe Acrobat.

Hi, thank you for that, that's great advice.
In this instance, I can't download the files for some reason. When I try to
save them, they only appear as blank pages with the link. The gov Canada
site only has the links visible. Any browser that works differently?
