A recent test we did on Microsoft Office 365, we were able to open a PDF with Arabic content straight from MS. Word successfully, the conversion was near perfect. So there is no need to export your PDF with Arabic content from Acrobat Pro/Standard.

Having said that, you need to test on your own to see if your PDF opens properly in MS. Office, as the our test was on a PDF that was originally generated from MS. Office!

Another test we did on Mac this time on latest Microsoft Office 2016, the result was successful too, but not as good as Windows.

Unfortunately, no longer available. It was working before, but if you try now you will find jpd inside MS Word.

6 years and still Adobe did not add Arabic language ! Hope Adobe to take care of Arabic lanaguage as well.

In Adobe Acrobat Pro/Standard, go to the menu File > Export To > Microsoft Word > Word document.

Above is the technical method to convert a PDF with Arabic content to MS. Word, now whether you will have a successful conversion, partially successful, or full failure is something else and you have to try on your PDF(s). From our testing majority of our PDFs failed fully to convert Arabic content properly, but rare occasions we had a partial success.

Adobe clearly says this conversion feature doesn't support Arabic till now.

Either Adobe, Nitro, or some other provider is going to solve this problem.  The company that does will have a significant competitive advantage in sales to the Middle East.
