I don't have Access Adobe sign API

Hi i have creative cloud plan, i created account developper and i would like to create an app with adobe sign API, but the button is not available (GREY) and mouse hover button is write "Contact your system admin to request access". The system admin is me, why?

We have checked your account and see that you have Acrobat Sign for a small business.

If you are trying to use the same email for the Developer edition of Acrobat Sign, it may not work.

Please use an alternate email address for the Developer account, which was never used before for Acrobat Sign.
