Multiple Signers: Downstream signer cannot see previous signatures

We're experiencing an issue where there are 8 signers in a workflow.  Person #5 doesn't see the signatures of People #1 through #4.  Therefore, they don't want to sign off.  Does anyone know why a signer would not be able to view the fields completed by preious signers?

Its possible that Limited Document Visibility was enforced.
