Is it possible to get the date and time when someone opens the document and completes the document with signature?

Yes, you can find this information on the Adobe Sign manage page. https://helpx.adobe.com/sign/help/new-manage-page.html in the activity list. This information is also available in the audit report. Information about both is in the link provided. Hope this helps!
