Update causing Print to PDF workaround to not work

So, I frequently have to get someone to sign an agreement, and then I have to send the agreement to an external agency to get their signature.  I am aware this breaks the audit trail, but it is what is needed.

I used to be able to print to pdf to flatten the agreement and then sign on top of the pre-signed agreement, but now I recieve the following error

"%%[ ProductName: Distiller ]%%
This PostScript file was created from an encrypted PDF file.
Redistilling encrypted PDF is not permitted.
%%[ Flushing: rest of job (to end-of-file) will be ignored ]%%
%%[ Warning: PostScript error. No PDF file produced. ] %%"

Any idea how to work around this so I can sign on top of this pre-signed agreement?
