Resize should resize just the things in the art not the background as it a feature that is set on the page, not added to it. The background should be adujstable to fit any size frame considering they are preset frames, but they don't some backgrounds are too large for the work.

Thanks for posting about this. I don't think this is possible currently in Express but could you help us out by creating a feature request for this? Please do so here https://adobe.ly/43EUUR7 I searched to see if anyone had requested this idea previously but didn't find it. Please also include detailed info about why this feature is needed and what type of workflow it would be used in. Others in the community can vote on the idea to help our developers understand how popular the idea is.


Also, the background layer can be resized and repositioned by double-clicking on it. You may already know this but just wanted to share it case you didn't.
