Controlled permissions/How to prevent locked items from being unlocked

Help!


I've created templates for my team with elements that are locked.  But when they open it, some team members can unlock locked items by clicking on the padlock icon. I don't want them to be able to unlock—defeats the whole idea of unlocking. We have an Enterprise subscription.

Thanks, but that's what I have been trying and that doesn't work. Would adding a Teams plan fix the issue or should we be able to do it on our current Enterprise (but individual) plan?
