Could it be possible that you are signing in with your personal accounts vs your school account; or selecting the wrong profile. Can you send me your Adobe ID so that we can confirm what's going on?
Educator resources are available if you log in with a correct account. See attachment.
Also - in case you are still unable to access the button in the left hand panel post logging into Express, you can access the resources on edex.adobe.com
