In Express the layers tab is not working & the option to send backward or send to back not working

For the past few days I have noticed that the Layers tab and the 'Send backward' and 'Send to Back' option are unavailable and grayed out. When do you think these features will be available again.

This has happen a few time before, just thought I would report it this time.

Hi @Bhavnita-Encircle

I'm not able to reproduce this. The only time I see this behavior is if I select a layer at the bottom of the layer stack. What do the layers look like for the file with the issue? Are you working in a web browser or some other device?
