Layers/Arrange tab greyed out

All of a sudden I cannot arrange elements by layer. As you can see it's greyed out both on the right-click menu as well as the icon on the top right of the window. Help!

(I've logged out, cleared my cache, restarted my browser and logged back in-without luck)
