overlay making video not work

I'm making a short video and I'm trying to add a red smoke overlay in the background, but every time I do, it won't let me download the video. I have been able to troubleshoot it to just this element and I've tried a few different similar effects but nothing works. I just want to "jazz up" my background instead of making it a solid color.
