The left popout menu isn't working

I have cleared my entire cache and restarted Chrome to no avail. I can click on existing layers and bring up the relevant menu, but none of the templates, media, text, elements, or grids menus will populate.

    59 console errors. This was after cleared everything in my cache and restarting my browser again.
