Please note that my right-side tool bars are missing. The Layout, Resize and Design tool are not there. also when i place a image form my file i can't edit it in Photoshop. on the left top it doesn't indicate the option to edit directly. Why?

Hello! There no right-side toolbars in Adobe Express. To edit the image on your canvas you click on the screen to select an image, or design element or video. A panel opens on the left-hand side with various options available to you. To move, rotate or resize objects on the canvas you click the object itself.
Also, we don't edit Adobe Express files directly in Photoshop. We can download finished projects as PNG, JPG and MP4 (video) but we do not download layered files for editing.
