Uploading fonts requires a premium membership.
If you are a paid user of Adobe Express, we do allow individuals to upload of properly licensed custom fonts. Perhaps that's an option for you?

I'm having this problem too. I'm a premium member, but there's no option to upload fonts, just looking through Adobe's.

Are you using an Enterprise/Education account? If so, please note the limitations for these account types outlined in https://helpx.adobe.com/express/using/custom-fonts.html
