Layers are added automatically when you click to add a media image, a design element or add new text. Each new element goes on a its own layer. Adding an empty layer is not a feature of Adobe Express.

I agree, there should be the ability to add a blank layer to fill it wil whatever we decide. I might want to create my own image using AI and need a blank layer for that, but this new layout is not grat and seems to be more confusing than the last. I understand that as we add elements a nedw layer is created, but they have not allowed for AI designs as far as I can tell

When you want to add an AI generation to a project e.g. Text to Image you get a box to resize to fit the canvas dimensions and it has its own layer. To me that seems it removes a click to add a new layer first; it's done automatically when I choose an AI option.
