Adobe Express 'Free QR-GENERATOR' application - asking licence

About the Adobe Express 'Free QR-GENERATOR' application. Adobe advertises it as a free application (which was still working a few weeks ago on the web browser), but now when trying to use it, it redirects to the Adobe portal with a license request where the user is asked to obtain a Photoshop or Creative Cloud All Apps license.

 

Shouldn't this program be free for business use as well? What could be causing this license request?
