Blurring Videos

Hi, I'm trying to blur a section of my video in Adobe Express but I cannot find the function. Can anyone help me with this?

You can select the video, click the Adjustments button on the left side panel, then find the Blur slider in the secondary panel that opens up.

 

Note that this will blur the entire video. If by "section" you mean a range in the timeline, you can split the video from the timeline, and only apply the blur to the intended section. But if "section" refers to a region within the video (say, top right), you will have to duplicate the video, align with the original, blur it, and crop it to the desired region.
