Hello, is it possible to add subtitles or captions in Adobe Express?

There is currently no automatic way to add captions, no. You would have to type them manually with the text tool and add any desired formatting of font, colour and background.
However, the suggestion has been made in the Uservoice for automatic caption features and it is marked as planned. Please do add your support to the feature here:
