Color swatches only show black, white, and no-fill

Color swatches are showing either no colors, or only black, white, and no-fill. I'm new to Express and not sure if this is a bug, a restriction due to a brand setting, or something else. 

I have a rectangle shape on a one-page brochure. By default, it's fill color is black. When I select the rectangle and then try to change the fill, no colors show up in the swatch (see attached image).

I have also tried going in to "Your Stuff"-->"Colors" and there I find that the only colors I can add are black, white, and no-fill. The first image attached shows this.

This does look like it could be some kind of restriction related to your account. It looks like you are using an enterprise-type account. I'd recommend reaching out to the admin for your account and asking if they could open a support case for you through the admin console. This article describes the process https://adobe.ly/4hfYaqZ
