Isn't this contradictory?

I was browsing the features and whatnot, and this caught my attention. I'm sure this isn't the proper forum, but it was the closest I could find for support/service. Which is a better quality image, and why would Adobe phrase this in such a confusing manner?

Thanks for reaching out and sorry for the confusion. This forum is the perfect place for support/service for anything about Creative Cloud Express. PNG conversions are lossless- which means they retain all the data contained in the file. Use this file format when size is not an issue and the image is complex.
