JPG to PDF leaving Some Parts Colorless

Hi I am editing the image the Iesco Electricity bill and when I save it as pdf it leaves some parts as Colorless

Thanks, The Image of the IESCO Electricity Bill issue was resolved as it was issue on my side thanks for your response
