Rulers, Guides and Gridlines in AE

How long until Adobe Express gets these?

I'm sorry. This is a user-to-user forum without access to answer "when" questions. The product team needs to respond to them, but they typically don't announce any future enhancements before their release (unless they appear in a beta version). Sorry about that.

I'm paying for a Creative Suite and would expect this tool to be included in it.

I apologize that you do not have this feature yet. Hopefully, it is on the roadmap for a future release. Thanks to a Creative Cloud subscription, you have access to these features in our flagship applications.
