Sounds like an interesting story. To generate images please use Firefly Adobe 
Firefly Boards (Beta) 
Adobe Express 
For what you want to do, I recommend using Firefly boards. After you have a storyboard, take the storyboard over to Adobe Express and add the text bubbles and so on to make your story pop.
