Are Adobe Fonts free to use for a client who does not actually have an Adobe CC account? 

Asking about the legal guidelines on this. I am the hired freelance designer, but I do not work in-house for them, and they want to establish a brand font, so it would need to be legally available for their internal staff and admin people to use after I leave the project.

Obviously it will be tricky for them to install without an Adobe account, but again I'm just asking legally, is it allowed.

No, Adobe fonts can only be used with a subscription*. Any subscription including Adobe fonts is good, however.

But you can acquire the fonts from the foundry to be used as a corporate font. That would probably be the wisest to do.

Kindly note that every computer using that font will need a licence. I often recommend using for common tasks a readily available font. That would include writing letters, invoices etc. Only for folders, annual reports etc I would use a specific font. That will reduce the needed number of licences a lot.

*embedding is allowed and you can design a logo, based on a specific font.
