I would like to be able to chop the first 9 seconds off a ProRes file without having to recompress it. Is it possible to do that using AME?

Yes, this is absolutely possible. Just add your media to the AME queue, set your in/out points and then exporting using settings that match those of your source (i.e. if your source is ProRes HQ 1080p24 then your export settings should match that). AME will know that it doesn't need to recompress the frames and essentially do a copy of the video stream.
