Cant load media encoder, stuck in splash screen

Hello
Media encoder is freezes on splash screen,  also tried installing previous versions with same results..
Cant even "end task" in task manager, just stays " not responding" until i restart my laptop.
how can this be resolved?

Hi Shmulik,

Sorry to hear about this. Have you installed any third-party plugins? Also, let us know the system specs & if it's getting stuck while loading any specific component on the splash screen.

No plugins installed , my system spec are :
