Export JPEG of specific frame number via Watch Folder?

Is there any way to have a Watch Folder preset that will export a specific frame number (time code) to a JPEG? So far I have only been able to export the first frame, or an image sequence of all the frames.
What I am trying to do is create a Watch Folder I can drag a video file in to. ME will then export a JPEG of the 29th frame, or 00:00:00:29 to use as a preview image.
I can get regular preset to do this by manually clicking on the preset, dragging the scrubber to the 29th frame, then hit ok and run the queue, but I cant get it to do this as part of a Watch Folder. When I use a JPEG preset on a Watch Folder I only get the first frame (which is never useful) or an image sequence, which is too much.

Adobe Media Encoder (AME) does not natively support the export of a specific frame (such as the 29th frame) directly from a Watch Folder. Watch Folders are primarily designed for batch processing and automatic encoding of files using predefined settings. However, you can achieve your goal with a workaround by using a combination of Adobe Premiere Pro, AME, and scripting.
You may be able to create a solution using Premiere Pro scripting, though.
