File Video File is Much Lower Bit Rate

When I render After Effects or Premiere Projects to MP4 files, the bit rate of the final file is often way loower than the bit rate that I specified.

 

For example, when I made a project in After Effects, I used the preset for Vimeo HD 1080, with a bit rate of 16, but the final putput file is only about 4. Then I tried to render the same project again, and I specified a bit rate of 30. (AME projected that the file would be over 200MB.) The final file's bit rate was only 4, and the file size was only 19 MB.

 

What is causing this to happen?
