What is the meaning of partial cloud on the files when I view them in the files app on my iPad?
Also why is adobe scan app not syncing and uploading all my files to the cloud I have a lot of space available?
Also I am able to view my files online on the website

Could you provide us with a few details?

1. Can you check if the files are visible on https://documentcloud.adobe.com

2. Also, check if you can see the files on the Adobe scan app?

3. Application version?

yes I am able to view all my files on the website and the app and the application version is the latest available in AppsStore

As you have confirmed that the files are visible on both Adobe Scan as well as Document cloud websites, In that case, the issue could be with the Files app. And it is Apple's proprietary app you should contact Apple support for further assistance.
