I cannot find this plan anywhere anymore.
It appears that the starter plan has been quietly removed from the website in the last month (from what i can figure). When you try the "try for free" it now forces you to put your credit card in and gives you a 7 day trial.
I'd like to know 100% that you have infact cancelled this and its not some deep hidden link somewhere?
I know there is 7 day trial but i wanted my students to download the starter edition for their assignment as its all they need. If its no longer available then I'll use another product. Ive wasted way to much time trying to find the starter edition on here. If they cancel it why not just post that its not available any longer.

Not what I asked. I want new users to be able to use Adobe XD on the free starter edition which was free.

In enterprise context, we are not allowed to share designs with any cloud. Therefore, we gave our developers the XD files to just look into it. This is not possible anymore. A simple Offline XD Preview Player without changing the design in the XD file would be enough for our developers. That's how we looked at the Adobe XD Starter Plan. Just a cloudful addition.

Tiwari can you answer the real question regarding the starter version ? Is it still available without having to go through a subscription/free 7 day trial ? I'd like to know reasonably quickly so that i can remove any reference to Adobe from our teaching materials.

Thanks for asking that question. Just to add a little more context: Depending on the public email correspondence from Adobe, Adobe already tried to change the subscription model [1]. Due to obvious reasons, this change has been postponed [2]. Presumably, this is how changing subscription models seem to work. If there would be a single buy out alternative for Adobe XD using it offline only - just like Sketch still offers - we would have gone for that.
[1] Email from January 7th, 2020 "Changes to the Adobe XD Starter subscription"
"[...] Starting this week, the following features in XD will be marked as premium:
- Share links
- Invite to document
- Save directly to your computer (you can still save to the cloud, work offline, and download local backups) [...]"
[2] Email from April 15th, 2020 "Changes to the XD Starter subscription"
"[...] Effective immediately and at no additional cost, your subscription includes unlimited access to the following premium features through October 2020:
- Design link sharing
- Invitation to collaborate on documents

I recently tried to update Adobe XD via Adobe Creative Cloud App and there was a payment dialog poping up that asks for payment options.
So does it mean the free plan has been cancelled?

Not sure what you're asking. That dialog is to start a trial for the full/premium version of XD with no limits.
But outside of any trial, the free version is still available. The free XD plan has not been cancelled.

The dialog is to start a trial yes, but there is no way to dismiss/skip it to continue with updating XD.
So my take away is the starter plan will not be updated further?

The starter plan is updated the same as the premium (paid) plan... It's the actual same application, just running in different modes.
Try hitting the "X" at the upper right of that window, or [uninstalling XD and then] redownloading it:

Or you can just continue with a free trial and cancel it before 7 days. Afterwards, XD would continue to run as the free version.

Closing the free trial blocker dialog using the 'X' does nothing.
It just cancels the update process and then back to square one.

If you don't want to start a trial (which gives you 7-day free access to All Apps in Creative Cloud), then as an alternative to get the download for Adobe XD, you can try installing via direct download links instead:

Or, one other place to try to download it is though your Creative Cloud membership portal:

The XD Starter Plan is not cancelled. It has changed a little recently, but it is definitely still available:
"With the Starter Plan, you get 100% of the features and functionality of the regular paid XD app, with a few exceptions. There are some limits on sharing, collaboration and exports, with the option to upgrade should you need unlimited use."

Basically if you download and install XD without being a paid subscriber, you'll automatically get the Starter Plan by default.
