i already unistall it and intsall it seeveal times , and yes libraries not working but due to my company security not an xd issue
i can share assets normally and yes i see the recent files i used when i open it

There also seems to be some issue with the Creative Cloud app, or its connection with Xd, as I see the libraries are also not opening. Can you try to logout and then log back into Creative Cloud as well? Xd shares assets like interface icons and other elements with the CC app, so if it can't connect with it that might be causing problems.
When you first open Xd, can you see your recent files and cloud documents in the home window?
