effects panel becoming unresponsive

the effects panel lets me write the name of the effect , and responds to the search , but i can't click on it or drag the effects or even scroll on it

Is this while in the Default workspace? There is a bug we have logged around the effects and presets panel when in stacked panel mode that I think you may be experiencing.
