Adobe Animate blank black home screen bug?

When I start Adobe Animate I get just black screen without home screen (Image 1)

But when I manually select new file and get to the workspace (Image 2) I can get back to home page and it will work as it should like with Photoshop and Premiere... (Image 3)

Much of this screen is populated by stuff downloaded from the internet, that is why it's so disgustingly slow to load.

Most likely your firewall or proxy/VPN are blocking that stuff.
