Maybe you should try to reset / reinstall your Windows.

I tried your setup on Windows 10 with Animate 24, Animate 23, and Animate 22 and none of them crashed when I hit F9 and opened the Actions panel in a new Canvas document.

You could try the steps from this KB article: https://helpx.adobe.com/animate/kb/animate-crashes-on-launch-startup.html . It goes through most of the basic troubleshooting. If you are still running into issues after resetting preferences, re-installing, etc. we can dive in further at that point.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

assign a custom keyboard shortcut

reset preferences

confirm your custom kb shortcut was reset

check your actions panel
