I have followed the steps of a tutorial exactly
Create shape > fill > select fill > copy fill > erase fill > new layer > paste fill > make layer mask
However when I do it for some reason the fill keeps going over my lines and I don’t know why
Is there something I am doing wrong?

OK. It's clear now.
You're not doing anything wrong.
The line/stroke is a centerline, which means that the thickness is on both sides of the stroke, and then when the green fill is on a layer above, it covers this inner half of the thickness.
To avoid this, convert the stroke to a fill by using Modify > Shape > Convert Lines To Fills before you cut the green fill.
Then there will be no overlap.

Strokes are always centerline.
I usually keep a copy on a guided layer in case I need to do something with it, as converting it to a fill is 'destructive'.
There is a little known way of masking the eyes with a color card, where you keep the stroke, but make it twice as wide as the other strokes. Then only the outer side of the stroke is actually visible.
It may not be the most practical approach, although it is kind of clever.

now I have a new problem when the line is converted to a fill it disappears with the mask

You will have to figure out how masks work and then layer your stuff accordingly.

I just thought I should let you know there is a way to make a stroke not centerline
you draw a stroke then reshape it to one side with the width tool then save it as a preset
