It will only let me draw in 'Object drawing mode' but this makes it awkward because every different brush stroke is then a different object. And i cannot fill in objects with the paint bucket tool. Why won't it let me paint with the normal brush drawing tool?

You are in Paint Selection mode. It's the sub-selection icon in the Properties Panel

Then you're painting on the same layer as the video.  Add a new layer.

Make sure the brush layer is above the video/bitmap. If the brush is turning into outlines go to View >Preview Mode and set it to Anti-Alias Text or Full.

Could you explain what do you mean by "my brush is disapearing right after i use it"
if you're using a graphics tablet and the brush is selected but you cant draw, try checking the tablet's software or by "disappearing" a symbol might be infront of it if the layer is below the other layer. check to see if there is any symbol infront of your stroke in the same or above layer, if not then try updating animate to the latest version. thats all i could help.
