Animate GIF export, file too big even with reduced fps.

Hey,

I created an animated GIF in Adobe Animate. It has a file size of about 10mb but I need it to be 3mb max.

Originally, it has 30fps, but even when I reduce the framerate to 14fps the filesize still stays the same.

I think I overlooked something because the filesize actually has to shrink with fewer frames right?

I you have any ideas please let me know. Thank you!
