I just got Adobe Animate and Im confused about how my animation just snaps to the next frame, how do I change that?

use a tween to gradually change from one keyframe to another

Well I'm trying to do it without tweening, Ive seen a video where the animation is smoother in which I mean it doesn't just essentially teleports to the next position. How does that work?

you either use tweening or frame-by-frame like old tome cels hand drawn in cartoons.

 

and properly done tweens don't teleport.

It will be good if you showed your animation here, so that people on the forum get an idea of your level of knowledge and skill; and also see the problem that you're facing.

Otherwise it's only words which can mean many things and lead nowhere.

set the frame rate at ~24 frames/sec. if it still looks bad, that reflects your drawing skills.

Whole lotta shakin' goin' on 🙂

 

Keep track of your arcs when in-betweening. You can use the onion skinning option for that.

Or use classic tweens. They will work very well for this kind of simple disjointed character that you're animating.

For the love of god, don't work in RECOVER files. Those are the autosave files that Animate automatically generates. If you must fall back on one, rename it to to remove the "RECOVER" part.
